The Obama Administration and Homeland Security

A graphic representation of the four phases in...Image via Wikipedia

The new administration plans to be "focused on preventing terrorist attacks on our homeland, preparing and planning for emergencies and investing in strong response and recovery capabilities." The Obama administration plans to approach strengthening the "against all hazards -– including natural or accidental disasters and terrorist threats -- and" ensuring "that the federal government works with states, localities, and the private sector as a true partner in prevention, mitigation, and response." The all hazards approach, in my opinion, is the real departure (apart from the Iraq exit strategy) from the prior administration and an immense improvement that will more explicitly leverage efforts such as first response, disaster preparedness, and NIMS through increased coordination of efforts in the prevention of, mitigation of, response to, and recovery from natural and man-made disasters.
