Reducing the Risk of Touring a Construction Site

When VIPs want to tour ongoing construction projects, here's what I'd suggest:
--Tour requests will be granted on a case-by-case basis at the discretion of the Risk Manager and/or Construction Site Manager/Construction Site Safety Officer.
--Prior permission is required for any construction site visit due to safety, security, liability, and legal reasons.
--Individuals or groups on a construction site without permission will be escorted off site.
--A waiver and release agreement must be signed.
--All tours will be lead by an authorized escort, and participants must stay with their group.
--All tour participants must sign in (with photo ID) and sign out to enter site.
--Bar minors from the site.
--Requests must be made at least one week in advance of the tour.
--Tours at any time may be subject to cancellation and rescheduling dependent on project and construction activity, weather, or other factors at the discretion of the Risk Manager and/or Construction Site Manager/Construction Site Safety Officer.
--Proper PPE and attire is required (hard hat, safety vest, long pants, and covered shoes).
--Partition the site such that certain areas are available for tours and other (active) areas are off bounds.
